12 indexes published in 2025. From 135.52 in January to 136.69 in December — annual increase 0.86 %.
2025 context — exiting inflation
After two intense inflation years (2022: +9 %, 2023: +5.5 %), 2024 and 2025 marked a clear return to normal. The health index progressed regularly but moderately, without any particular shock.
Consequence for landlords: 2025 indexations remained limited in absolute value — for an initial rent of 800 €, the annual increase was between 18 and 25 €/month depending on the anniversary month and the region.
Regional rules in force in 2025
Wallonia
The Walloon capping window had ended on 31 October 2023, but the permanent adapted method of the decree of 19 October 2022 still applied in 2025 to EPC D-G leases capped during the window (indexation rebased on the adapted rent). Other leases followed the standard federal calculation.
Brussels
The Brussels EPC coefficient was active for leases signed before 14 October 2022. Concretely, in 2025, about 60 % of Brussels leases (the oldest) were still affected by the coefficient; more recent leases followed the standard federal calculation.
Flanders
The Flemish EPC coefficient was fully active (decree of 4 July 2023). For dwellings rated D-F, indexation was capped at 50-75 % of the theoretical increase. Dwellings rated G could not be indexed at all in 2025.
